Facility Assessment & Capital Improvements The Robert W. Johnson Community Center (RWJCC) is undergoing a multi-phase rehabilitation project to preserve and modernize our historic facility. This effort began with a professional facility assessment in 2022 and continues through state-funded capital projects and community-driven support.
The first phase of work was made possible by a
$500,000 capital grant from the Maryland Department of Housing and Community Development, with Preservation Maryland serving as fiscal sponsor. These funds supported the full facility assessment, architectural planning, and critical early repairs. Since then, RWJCC has secured additional state support to launch the next phase of improvements.

1. Facility Condition Assessment ReportDate: May 2022

Summary:This comprehensive report outlines the building’s structural and systems-related deficiencies, including roof failure, ADA compliance gaps, mechanical and electrical system deterioration, and interior damage. It established the baseline for all current and future capital work.

Summary:The initial cost estimate identified nearly
$3.2 million in needed repairs to bring RWJCC up to code and full functionality. The report includes line-by-line estimates for accessibility, structural, mechanical, and interior improvements.

3. Interim Phase – Completed Scope of WorkDate: 2023–2025
Funded by: $500,000 Capital Grant (Maryland DHCD)
Fiscal Sponsor: Preservation Maryland
Summary:Phase 1 included the following:
• Completion of the facility condition assessment
• Architectural planning and design services
• Full roof replacement
• Major locker room repairs
• Abatement and demolition of water-damaged interior finishes
• Restoration of select walls and ceilings

$9,000Summary:The restoration of RWJCC’s historic public pool is a key part of our capital improvement plan. Financed in part through State of Maryland bond bill funding, with supplemental community support, this project includes:

Full restoration of the main and kiddie pools• Mechanical and filtration system upgrades
• Safety enhancements and ADA-compliant access
• Locker room updates integrated with broader facility improvements
• Scheduled seasonal reopening: TBD
The pool project will revive a cherished community resource and expand access to swim lessons, wellness, and recreation.

Funding: $2.5 million from the Maryland General AssemblySummary:RWJCC was awarded $2.5 million in capital funding through the FY24 state budget, with approval for use granted by the Maryland Board of Public Works in May 2025. These funds will launch the next phase of major renovations beginning Fall 2025.
