Work hasn't quite started yet on the multimillion-dollar renovation of the Robert W. Johnson Community Center in Hagerstown's historic Jonathan Street neighborhood.
But the center's board president, retired Judge David Young, said the plans are in place to take care of problems that have been building over time.
"There was an assessment done on the entire building, it showed it was in bad shape," Young said. "Rather than putting out little fires, that doesn't get us to the main problem."
